What Nationality is This?

Boy, I must not get out much! I saw this flag in front of a building that used to belong to an insurance conpany. It was called NW Green Oasis. My first thought was, what country does that flag belong to?  Then I had an "Oh, duh" moment. It appears that a Medical Marijuana Dispensary had moved into Sellwood, a rather upper middle class suburb of Portland. I'm a little slow sometimes.
